The document was drafted by the Council of Magistrates under Edward Rawson. Corrections were made to the document by the Council of Deputies under William Torrey; these include the redaction of Anabaptists from the list of undesirable groups, originally listed as 'Manichies, Mahumetans, Jewes, Anabaptists, Familists, Adamites, Raunters, Levellers, papists, Athiests or what not'.
